If this is just a comic will it ever get a mobile port
It's a PDF, so it should be viewable on mobile as long as you have a PDF reader on your phone. ( I tested this on an Android phone just to make sure!)
I've tried downloading multiple pdf readers, nothing's working

Have you a different device to open the PDF? I also recommend re-downloading it just in case it got corrupted in transit.
Please keep in mind that it's a 539mb file, so it may not open on some budget tablets or phones, or it may take longer than expected to load.
As an extra step, I did verify the integrity of the itch.io file and it appears to be working
